Pupuk Indonesia is inviting all farmers in Grobogan Regency to redeem subsidized fertilizers in accordance with the new mechanism stipulated in the Technical Guidelines (Juknis) for the management of subsidized fertilizers for the 2025 fiscal year, as well as the distribution of subsidized fertilizers from the delivery point to farmers, as outlined in the Decree of the Director General of Agricultural Infrastructure and Facilities (PSP) of the Ministry of Agriculture (Kementan).

Senior Vice President (SVP) of Sales Strategy & Customer Service at PT Pupuk Indonesia (Persero), Deni Dwiguna Sulaeman, stated that the new governance for distributing subsidized fertilizers was designed to make it easier for farmers to access subsidized fertilizers. Registered farmers can redeem subsidized fertilizers directly at the Fertilizer Recipients at the Delivery Point (PPTS), which consist of four entities: retailers, farmer group associations (gapoktan), fish farming groups (pokdakan), and cooperatives.

"Farmers only need to bring a valid ID card (KTP) or Farmer Card. Meanwhile, the PPTS must be able to administer it in accordance with the technical guidelines," Deni emphasized during the “Grand Socialization of Subsidized Fertilizer Recipients at Delivery Points” in Grobogan Regency, Central Java, Thursday (7/8/2025).

He added that the new governance for subsidized fertilizer distribution is regulated under Minister of Agriculture Regulation (Permentan) No. 15 of 2025, which serves as the implementing regulation for Presidential Regulation (Perpres) No. 6 of 2025 on the Governance of Subsidized Fertilizers. Grobogan is one of the pilot areas for the new distribution scheme, allowing stakeholders to better understand the improvements made under this new system.

Deni explained that Pupuk Indonesia acts as the operator under the government’s regulations, fully responsible for distributing subsidized fertilizers to recipients at the delivery points. As a result, Distribution Business Actors (PUD), who previously served as distributors, are now part of Pupuk Indonesia under the new regulations.

The adjustments to the governance require monitoring from upstream to downstream, starting from production, the distribution process from PUD, to the PPTS. Therefore, the i-Pubers system will be equipped with new features to integrate record-keeping from PPTS, PUD, and producers.

Specifically, i-Pubers will have a new “Order Fertilizer” feature to capture the real fertilizer demand in the field based on delivery points. Meanwhile, the WCM system will include a new “Delivery Tracking” feature to monitor how long it takes for PUD to deliver fertilizers after an order is placed.

"With these new features, fertilizer distribution will be strengthened through more comprehensive digitalization," Deni emphasized.

The Head of the Subsidized Fertilizer Working Group at the Ministry of Agriculture (Kementan) of the Republic of Indonesia, Sry Pujiati, expressed hope that with the new governance system, farmers can optimize the absorption of subsidized fertilizers as part of a joint effort to achieve national food self-sufficiency.

She urged all farmers, PPTS, and PUD in Grobogan Regency to read and understand the new technical guidelines for fertilizer distribution to minimize problems during the redemption process.

"Let’s optimize the absorption of subsidized fertilizers according to the rules. Don’t be worried if the allocation seems low—we can carry out reallocation. Farmers listed in the RDKK are entitled to receive subsidized fertilizers, and the RDKK serves as the basis for redemption at the delivery points," said Sry.

At the same event, the Assistant Deputy (Asdep) for the Management of Agricultural Production Facilities and Infrastructure at the Coordinating Ministry for Food Affairs (Kemenko Pangan), Bona Kusuma, revealed that the Government has made it easier for registered farmers to redeem subsidized fertilizers. This is due to President Prabowo Subianto’s policy of issuing Presidential Regulation (Perpres) No. 6 of 2025 on the Governance of Subsidized Fertilizers.

According to Bona, this regulation allows farmers to redeem subsidized fertilizers at the start of 2025. Before this regulation, the redemption process, which required multiple approvals from central to regional levels, meant that registered farmers could only redeem subsidized fertilizers in the middle of the year.

"The foundation for the new governance of subsidized fertilizers was introduced during President Prabowo Subianto’s term through Perpres No. 6 of 2025 on Subsidized Fertilizer Governance. One of the key changes is that distribution no longer requires approval from governors, regents, or mayors. Once the allocation is given to Pupuk Indonesia, farmers can immediately redeem it, as the Perpres eliminates these intermediary steps," Bona explained.

Grobogan Farmers Have Absorbed 53% of Their Subsidized Fertilizer Allocation

Meanwhile, SM Regional 2B of PT Pupuk Indonesia (Persero), Jeff Narapati, explained that the improvements in fertilizer governance have optimized the absorption of subsidized fertilizers by farmers. As of August 6, 2025, the national redemption of subsidized fertilizers had reached 4,462,000 tons, or about 47 percent of the total allocation of 9.55 million tons.

In Central Java, Jeff added, 703,000 tons had been redeemed, equivalent to 51 percent of the annual allocation of 1,387,000 tons. In Grobogan Regency, 85,000 tons had been redeemed, or 53 percent of the allocation of 154,000 tons.

"Alhamdulillah, both Grobogan Regency and Central Java Province have exceeded the national average distribution rate. This achievement is also thanks to the contribution of PUD and PPTS," he said.
